Technically there's no reason you can't, but since you likely don't have a big publisher backing you, you'd need to go through Greenlight and I'm not sure how well an IF title would do there, but it would be cool to see a Quest game show up on there.

My friend Zoe Quinn got her game Depression Quest greenlit on Steam and it was made with Twine, so it is possible. It costs money to get put up on Greenlight though. She's making the game available for free whenever it finally releases on there.
