Clocklib, a turn script, and darkness

I have a scene in my game, which I'd like to happen on turn 21 (after 8:20 am).

...but only if the room is not dark.

If the room is dark, I want the script to sort of be 'pending' until the player can see, which would be when the script would finally run.
