Is there anyway to report such behavior and anything else that would violate the site’s terms of service?

I don't think so. These are joke games, that somebody might (maybe?) find funny. They don't cost the site anything, and the reviews indicate that quite a number of people share the creator's sense of humor.

Spam games are the ones that are just a static HTML page with an advertisement on, or a redirect to some website they're advertising with nothing to do with text adventures. Or the ones that try to install malware. I think those get removed pretty quickly when they're reported.
